Penney Clark est professeure au Département des programmes d’enseignement et de pédagogie de la Faculté d’éducation à l’University of British Columbia. Ses intérêts de recherche incluent l’enseignement et l’apprentissage de l’histoire ainsi que les programmes d’études dans les contextes historiques et politiques. Elle a publié des articles dans la Revue d'études canadiennes, la History of Education Quarterly, la Revue canadienne de l’éducation, l’American Journal of Education, la Revue des sciences de l’éducation de McGill, Theory and Research in Social Education ainsi que dans les Cahiers de la Société bibliographique du Canada. Elle a contribué aux volumes II et III de l’Histoire du livre et de l’imprimé du Canada. Elle mène présentement des recherches sur la production et la fourniture de manuels scolaires en Ontario et en Colombie-Britannique de 1846 à 2005. Cette recherche a reçu l'appui financier du Programme de subventions ordinaires de recherche du Conseil de recherches en sciences humaines du Canada. En 2006, elle a reçu la Bourse de recherche Marie-Tremaine de la Société bibliographique du Canada. Ses autres projets de recherche incluent l’histoire du UBC Child Study Centre de 1961 à 1997; une étude de cas des manuels scolaires d'histoire du Canada et de l’évolution dans l'évocation des peuples aborigènes du Canada au fil des ans, dans le cadre du projet « History Education and Reconciliation » du Carnegie Council on Ethics and International Affairs; et une étude du potentiel pour le développement de l’empathie historique dans la série Le Canada, une histoire populaire, produite par CBC/Société Radio-Canada.
La professeure Clark a reçu en 2006 le prix de l’enseignement Killam pour la qualité de son enseignement aux cycles supérieurs et en formation des enseignants. En 2008, elle a reçu le Prix de l'innovatrice de l'année de l’Association des professeurs en sciences sociales de la C.-B. Les trois manuels d'histoire canadienne qu’elle a cosignés connaissent une grande diffusion. Elle est également corédactrice en chef avec Roland Case de Anthology of Social Studies: Issues and Strategies for Elementary Teachers (2008) et Anthology of Social Studies : Issues and Strategies for Secondary Teachers (2008).
